AFAIK the cache is cleaned two times:
- - once before the reboot either at the end of base-installation or as
  part of the cleanup before rebooting; AFAIK there is no way to prevent
  this;
- - once after the reboot if tasksel finishes successfully; also no option
  to prevent this currently AFAIK.

What you can do is switch to VT2, create a directory to save the archives 
(in /target before the reboot!) and copy the debs manually while the 
installation system is unpacking and installing them.
Another option after the reboot is: don't run tasksel from the 
installation menu.

There is an open bug because aptitude does not reliably signal if an 
install was finished without errors when called from tasksel.

You could file a wishlist bug against both base-installer and tasksel to 
provide a configuration option to not clean the archives, but I'm not 
sure how much chance they would have of being implemented.
