Bug#284495: pkgsel: option to not install standard and important packages

in /usr/lib/base-config/menu/pkgsel:

                if ! tasksel -ris $tasksel_param; then

the options "-ris" are hard-coded to install required, important and
standard packages.

this ends up installing gcc, g++, libc6-dev and a number of other
packages which are not needed on many desktop or other installations,
and takes up considerable space on a small hard drive.

possibly through a hidden or low-priority debconf question, it would be
useful to not have tasksel install important and standard packages(i.e.
make the "i" and "s" options configurable instead of hard-coded).
