Bug#275436: base-config: Last screen (Welcome..) has "Configuring" as title

The very last screen of base-config has just "Configuring " (or
"Configuration de " in French) as "title" for the note.
This is not easily noticeable as noone indeed pays attention to the screen's
titles but I can reproduce this by launching base-config manually.
This was with sarge's base-config, after a netinst install.
This looks like a standard debconf screen for a null package configuration
step.
