Hmmm. I assumed single country languages would not use that template.
Either we should make sure they don't or add the templates.
Both should be doable before the final release.
I'll take a look at this, but don't have time until tonight.
However, I think this should be listed in the errata for pre-RC2.
I guess this is why we have the pre-RC2 :-/
