Your support of CP1251 requires the package console-cyrrilic to be
available.  Look how the support for KOI8-U is done, it doesn't require
console-cyrrilic but fallbacks on try_load_charset instead.  The second
argument of try_load_charset is the ACM (i.e. "cp1251" for CP1251) and
the third argument should be some Cyrillic font from
/usr/share/consolefonts (its encoding is not important -- choose your
favourite, "ruscii_8x16" is probably a good choice).

Of course you have to uninstall console-cyrillic from your computer in
order to test if this works. ;-)
