Bug#263137: rootskel: serial console won't accept other languages

In my view, "hang up" always occurs when it displays a progress bar, and
maybe is by C.UTF-8/C.ASCII mismatch problem. By defining C.UTF-8 for LANG
even if user use serial console (I attched a patch #263137), I believe
this problem will be solved. At least ja_JP and fr_FR become work (some
Japanese characters are corruted. hmm. This is terminal problem).

My test environment:
- Host: VMWare, d-i RC1, with option "linux console=ttyS0,57600"
- Terminal: Debian + mlterm (UTF-8) + minicom
