Bug#259292: debian-installer: IA64 ISOs should behave like EFI boot media

ia64 isos should be bootable via this path from the EFI Boot Manager:
  Boot Option Maintenace Menu
  -> Boot from a File
      -> Debian Inst [Acpi(HWP0002,0)/Pci(2|0)/Ata(Primary,Master)/CDROM(

I believe the magic for this is the bootia64.efi file, which is just a renamed
elilo.efi.  Here's what the boot image on a working CD looks like.

>From looking at a SuSE CD, I believe the top level elilo.conf & elilo.efi
files are redundant.  In this example, the linux.bin file and the root.bin
file are the kernel & initrd, respectively.  The elilo.conf looks like this:
