Bug#257971: base-config: Option to download apt configuration

When it configures apt sources, perhaps there could be an option to
have it fetch the apt configuration from someplace?  I'd like to, at
that point, install my own sources.list, preferences, and a file into
/etc/apt/apt.conf.d/ that enlarges the cache:

// This is needed if you get an error saying that the mmap ran out of
// space.  The setting here should give it plenty!  RTFM.
//
APT::Cache-Limit "10485760";

I needed that since I've got a huge sources.list that has testing,
unstable, and several external sources in it.
