My last nl_NL test was with 20040522 sarge_d-i and at that time #246725 was 
still open; a case of lousy timing :/

I just tested again and verified versions:
- tested with sarge_d-i 20040526 i386 netinst CD
- nl_NL selection for language gives 'Belgisch (be-latin1)' as default keymap,
  not 'US American (us)'
- kbd-chooser is 0.5
- console-tools is 0.2.3dbs-52
- console-data and all console-keymaps-* are 2002.12.04dbs-39

So apparently the change does not do what was expected.
