It looks like after an initial install the installed kernel and
modules are not part of an installed kernel-image package.

What about using special packages for this, say
kernel-image-debian2.2r0, which would contain this very kernel that
was used for installation (playing with FLAVOUR or EXTRAVERSION to put
such a suffix into `uname -r`).  This would additionally allow to keep
the right modules on the harddrive to be able to boot from rescue disk
without the kernel trying to use foreign modules (which can currently
easily happen, IIRC).
