What was done around languagechooser/po?

I found languagechooser/po/ja.po (at least) is completely corrupted.
r9130 change breaks this file.
Did you run iconv with right options?
At least ja.po was already UTF-8.

iconv -t UTF-8 some of the po files to allow images to be built.
This might be the wrong solution, but until a definitive one is reached
this quells the build process.
