I sent this a bit too soon.

elilo wont run because fat-modules is not installed.  Again, the udeb is
on the iso, but not installed by d-i.  In this case, the udeb is
priority extra which I guess is wrong (assuming that matters).

Also, the system did come back up after boot, because the 2.4.22
initrd-based kernel is not yet in testing, so the older 2.4.20 which
doesn't use an initrd was installed.  That one booted ok.
