Bug#219667: partconf: should be able to handle LVM

I'm 'glad' I'm not the only one who sees this.
lvmcfg installs the package this way:
# install lvm-tools in /target if needed
set -- `vgdisplay -v | grep 'NOT active' | wc -l`
[ $1 -gt 0 ] && apt-install lvm10
However, vgdisplay -v does not show "NOT active" here. The output of
LVM is attached below.
