Bug#217814: base-config: previously downloaded package files get deleted

I suspect base-config to automatically answer yes to the "Do you want to
delete any previously downloaded package files?" It probably happened
when during a debian installaiion I managed to import
/var/cache/apt/archives via NFS or when I used base-config to "set" my
RTC to UTC that most of our package collection on our file server got
deleted.
