Bug#222573: anna: reinstall packages when new packages depend on them.

Since anna first deselect already installed packages, and then resolve
dependencies using libdebian-installer, some installed packages get
reselected at this point if new packages depend on them.

I'll have a look into this. Basically we have to deselect already
installed package only once depends have been resolved.

(i've resent this since i haven't got any news from the previous try
which was 24 hours ago. Hope it won't get duplicated.)
