Well, this really seems to be a bug..:)

The first TWO times kbd-chooser runs, it immediately proposes to choose
among USB keyboards.

If the user insists, then on the THIRD run, the choice between AT-type or
USB-type keyboard is first proposed, thus allowing choosing the appropriate
keyboard.

This problem, if confirmed in other circumstances, is really "important"
because it makes very hard to choose a keyboard with a layout different from
the default QWERTY US keyboard...
