No. All the dirs in tools and retriever are sperate packages also some
of the toplevel dirs (anna, libdebian-installer, util).

The build/Makefile will download those udebs from your
sources.list(.local if existing). The udebs in sid are probably not
what the cvs is. (There is a new release going to happen any moment or
just was but you might not have it yet).

I posted a Makefile to rebuild most udebs on debian-boot. Run that and
create a local repository to fetch udebs from.
