Bug#214144: debian-installer: cfdisk asks for reboot after partitioning

After partitioning the disk with cfdisk, one briefly sees a
message that says "Reboot the system to ensure the partition
table is properly updated". On a modern machine it probably
scrolls by too fast to read, but it is easy to see in Bochs.
If a reboot is really required than the installer should
arrange for that. If no reboot is required then the message
should be supressed.
