We need
kernel-version-subarch and
modules-version-subarcharch-modules_flavour

Do the subarches of alpha an d mipsel need different modules? AFAIK on powerpc only the kernel-image is different because the subarches need different kernel-loaders (code to load the kernel into memory and start it). If we only need different kernel images and can use the same modules, I would rather conclude that they should stay in the same udeb because the kernel-image from this udeb is copied to the boot media anyway. Kernel-image udebs are never installed on a system.
