di-utils-mkfs does not allow the user to choose to make an ext3
filesystem because it is not listed in /proc/filesystems, even
though it can be mounted as an ext2 filesystem.

Hi,

di-utils-mkfs isn't longer part of di-utils source package. partconf is
the replacement for this, handle the ext2/ext2 issue correct.
