I used a netinst floppy, and the error happens *after* anna downloaded
kbd-chooser 0.20, when I invoke the menu-item for it.
It also happens when I invoke kbd-chooser from the command line, as indicated
by the snippet in the original bug report.

See above, the kbd-chooser version was not on the media
directly, it was fetched from the archives.
