Bug#192587: kbd-chooser: segfaults after setting debconf title

Using a netinst floppy, I wasn't able to invoke kbd-chooser from the main-menu.
It immediately returned... Further investigation shows:

It segfaults directly after setting debconf title, before
prompting for anything.  I had a brief look at the code,
but couldn't locate the bug.
