The 'net' build is a floppy; its targetted to 1.4 MB, booting from a
floppy and then downloading further packages from the net.

The 'netboot' build is aimed at tftpboot/pxelinux boots. It is larger
than 1.4 MB and includes, for example, i18n which won't fit in 1.4 MB.
