It appears that at the moment debian-installer doesn't have
this problem, since it asks for the user to enter the full
device name for the LILO location.  But here's a quote from
debian-installer/tools/lilo-installer/TODO:

* User friendlier question for boot device, e.g. a select question that
  also includes an 'other' choice for people living wildly. I suppose the
  only reasonable choices are the MBRs and the partition that /target/boot
  is on.

I think that my comments in the initial bug report, and the subsequent
discussion of flexibility/simplicity tradeoffs, are relevant to handling
this TODO item within debian-installer, so I'd like to leave this bug
open for the perusal of whoever eventually works on this bit of d-i.

I'll also add this note: the prioritised questions mechanism of debconf
seems to have the potential to avoid some of the flexibility/simplicity
problems, by avoiding the need to choose a single tradeoff point.
