Bug#160532: boot-floppies: /sbin/cardmgr not found

With bf2.4 boot floppies, when I set up pcmcia support, I get the
following message, and I cannot make a net install:

/sbin/cardmgr: not found

Then I tried to find this binary. I found it under ./target/sbin.
I launched It on the command line and then I was able to resume the
network install.
