By having base-config Depend: on it, or download it in the normal course
of events, you're effectively putting it in base.
I think it's natural to put aptitude in base if we're seriously thinking
about replacing dselect with aptitude (and aiui, we are thinking that).
Sometime before the next release we'll be able to use a much better
method for determining "base" than hardcoding things into debootstrap,
and I think at that point we'll start regretting having base-config play
too heavily with installing packages like this.
For reference, I don't expect to be doing any debootstrap uploads 'til
after woody's released.
