I'd not realized debootstrap was so fragile in the dependency
department. Sorry.

Procedurally or technically? Technically it's quite a bit harder to do
it that way, mostly because it has some documentation about aptitude
that it should not show in such a case. Few people keep base-config
installed for long, so this would mostly only benefit custom installs.
