Bug#137992: base installation fails because of missing package

I don't know the installation system exactly, but I suppose that there
is a list of packages that belong to the base system. The list on the
CDROM was probably wrong, so it did not use the net version neither. I
booted from CDROM and first tried the CDROM install. After the failure
I repeated the base installation process with the network option.

I am pretty clueless now. Today it was just a trial, but next week I
have to install Debian on a system that is not connected to the
internet (not even a modem), so I must find a proper solution. I try
to get my old CDs back, install from these and update the system with
my new CDs; but that doesn't help the actual problem, doesn't it.

Would it help if I sent the jigdo file I used? Maybe some of you guys
have the possibility to try the CD image I used as well (www.debian.de
-> Debian on CD -> testing -> any mirror -> woody-i386-1.raw, dated
March 8 2002).
