I don't think we have a Japanese-capable terminal emulator running on
boot, do we?
bterm (as in dbootstrap), or kon2, or something else needs to be
running in order for Japanese text to appear.
i.e. most people will not be able to see Japanese text
until they have control (and start x etc.).
locales is not enough.
