Bug#79734: etc/fstab is in unicode

I think the reason is that for example the template /etc/fstab
file is kept in dbootstrap binary in a string (it is
gettextized, so it gets UTF-8-ed in the i18n version). As i18n
is not yet official, i think i should have filed that bug as
wishlist.

Unfortunately, I probably won't have time to work on i18n
version until late January (exams).
