I believe this sort of follows up on Bug #67231 (perl path problem
for locally installed modules).  If I as a user are a member of group
staff, and go to install CPAN modules in /usr/local (where people
in group staff have write permission), all installs fail because
an ordinary user does not have permission to write (actually append)
to the perllocal.pod file in /usr/lib.  If perllocal.pod is supposed
to contain information on LOCALLY INSTALLED perl modules, it should
properly be located in /usr/local, and writable by people in group
staff.
