Bug#71875: modconf doesn't honor locale properly

modconf uses LANG for dialog language selection,
even if LC_MESSAGES is set to a different value.

The language could be parsed out of the output of
/usr/bin/locale, though I don't know if that's
available to the boot-floppies.
