If you looked at what I was replying to, you would've found that in this
case I was referring to potato, and in the other one, woody.

The reason I didn't apply one is simply because IMHO this can be done without
the patch by simply having kernel images specifically for the Japanese version
of the boot floppies.  The same cannot be said for the APM patch.
