No, #61038 is about the wrapping of long item tags, #58783 is about
nested markup tags. Since both are not sufficiently taken care of yet
(either by concluding it's a feature of the underlying software we
have to learn to live with or by fixing it), both need to stay open.
#58783 only needs to be retitled (as done above).
