Bug#59821: base_2.2.tgz contains improper perl installation (debconf fails)

Uh - has this been fixed in 2.2.8 ?

Something is using Getopt/Long.pm which isnt' in perl-base but rather
full perl but no depending on it properly?  Debconf problem?
