bf 2.2.8 vanishing reboot abilities

Continuing on my reports of losing the ability to boot from diskettes ...

I went to try to fix this up and discovered I couldn't find a lilo.conf
anywhere (/etc, /boot, /root, /floppy, and various find's). Among the
possible explanations:
* I lost my mind or forgot about how booting works in debian
* it was never installed properly (I may not have checked the floppy which
I created as a boot disk toward the end of the install, but only rescue bin)
* The command I gave (from memory, rdev -v -3 /dev/fd0) zapped things,
either because it was the wrong command or because of a bug. Note, however,
that I had the problem not only with the custom boot floppy in the drive
when I issued the command, but also with the stock rescue floppy I used when
the first failed. And the lilo.conf wasn't on my hard drive.

Thanks to Eric, Ben, and Nathaniel for their responses to my previous posts.
I'm sorry that these reports aren't more nailed down, but I continue to
think that earlier, less refined reports may have some value.

I hope the stuff about the permissions on pon is documented in some
reasonably obvious way in TFM I have yet to R.
