Bug#60068: base: Console-apt category labels (and sorting) are wrong

Console-apt display packages in nested categories. The second level of
this hierarchy has the categories `Upgraded', `Installed', and `Available';
apparently the intention is that `Upgraded' should sort first, and thus
allow the user to easily see what's changed.
However, as can be seen from the screen shot excerpt below, console-apt
reverses the `Upgraded' and `Installed' categories, which is very
confusing; even if one realizes this (perhaps by noticing that the version
number of packages in `Upgraded' hasn't changed), it inconviently places
the actual list of upgraded packages somewhere way down in the middle of
the list, where they're hard to find.
