Ding dong, the old 'release' target is dead

Hi,

I've removed the old 'release' target from the Makefile entirely and
renamed the 'newrelease' target to 'release'.

All release-tarball related stuff should go in release.sh.  If you had
made changes to the 'release' target previously, you can use CVS to
recover the old version so you can merge these into release.sh.

Hopefully this won't break anything that wasn't already broken.
