With the addition of "compact," the directory structure of "release" has
become confusing.  Maybe something like 

release/common
release/compact
release/safe 
release/standard 

would be more intuitive?  Or just the migration of files to a "standard"
directory where "compact" and "safe" appear would help a lot.

I am still open to changing the structure, although hesitant to do that at
this point.
