Actually, this bug was mis-diagnosed.  What is really the problem is
that $libdir is indeed hardcoded to /usr/share/modconf, where for
boot-flopppies we need it to be /target/usr/share.  So perhaps libdir
could be defined relative to /target, or else there should be another
option for 'sharedir' ??

Right now modconf doesn't run at all, since it can't find
/target/usr/share/modconf/params etc.
