It's now langs subdirectory in utilities/dbootstrap directory (coming closer
to the main program :).

I wish every translator executed
make check-{C,<her language code>}
before committing changes. That's helps to quite easily catch problems with
translations.

This seem to make the process more complex... Maybe using source .po files
