Bug#49222: boot-floppies: root.bin not found on FAT32 ?

When running the 'install.bat' file on a FAT32 hard disk (found on systems
with Win98), after the kernel boot, it halts because it cannot find the
root.

Is this because the loaded kernel cannot read FAT32, and so could not load
the root.bin file ?

A workaround is to rawrite2 the resc1440.bin and root.bin to two floppies,
then boot the resc1440.bin disc, which then proceeds to request the root.bin
disk just fine.
