Ok, the lack of a dependency is a buglet for now, but why does it matter
which fetching tool we use?  snarf is fine if you don't need recursive 
grabs and such.  FWIW, this dependency will go away as soon as ftpmaster
responds and puts these files in tools/ on the mirror.

BTW, snarf is what I'd like to use for ftp/http support in dbootstrap since
it is only ~10k compressed versus ~64k compressed for wget.
