I'm the person who originally reported the problem while working on
boot-floppies/install issues. In adduser-3.11, the adduser script seems
to use the POSIX module to get at the setlocale call. My knowledge on
perl is limited, though...
The base2_2.tgz grows by 1.7MB if we need the full perl and the uncompressed
base system grows by >5MB (at least in powerpc binary sizes). :-/
