Because users might be using debiandoc-sgml with debiandoc2latex or
whatever, and not using debiandoc2html. (Weak reason, IMHO, but
that's the reason; file a bug against debiandoc-sgml if you don't like
it.)
You'll note, however, that libwww-perl is already listed as a
dependancy in the boot-floppies package (at least the CVS version), so
we avoid this issue.
