I think this is very reasonable.

Possibly.  The problem is that we still need all the drivers for
loading the root filesystem, which might include SCSI (for SCSI
cd-rom), network, etc.

We think we'll have to split root floppy from boot floppy.  Maybe mix
in an initrd.
