Bug#39439: boot-floppies: network configuration not available as its own module

During system installation, the user is asked to enter some system data
like host name, IP address, netmask. This information is then used to
directly write some files like /etc/hosts, /etc/networks and /etc/init.d
networks (netconfig.c).

Thus, it is not possible to configure the network at a later time with
the support of an automatic mechanism because dinstall is only available
during the installation.

I feel that it would be a good idea to move this part of the configuration
out of dinstall into a separate program that can be called after system
installation.
