Bug#35504: base2_1.tgz: ownership/permissions of /var/log (?).

We do not seem to agree on the permissions of /var/log :-)

base-files_2.1.0 has it as root.adm, group writeable, and setgid.
base2_1.tgz has it as root.root, no group writeable, and no setgid.

I could not find anything in FHS or policy saying the "right"
ownership and/or group for this directory, so I assume the permissions in
the base-files package were established by the former base-files
maintainers a very long time ago.

In lack of policy about this, I think the boot-floppies package
should respect the ownerships and groups of every package in the base
system, including the base-files package.
