CVS tree for boot-floppies

1) It seems I can no longer access the CVS tree:

  $ cvs update
  Sorry, you don't have read/write access to the history file /debian/home/sr1/lib/cvs/CVSROOT/history
  Permission denied

I thought this was working. Did something change?

2) I need a CVS command that would "discard local changes to file foo
and update the local copy to match the file in the repository", but I
did not see anything like that in the manual. What's the best way to
do this?
