cardctl is installed on the target partition while installing the
kernel and modules. It starts running after configuring pcmcia. When we
go to the extract base step, "star" will try to overwrite cardctl with
the copy on the base2_1.tgz archive, and will fail, as cardctl is in use.

I guess the best solution is moving cardctl to a temporary directory
before running it. I'll do that for boot-floppies_2.1.5
